Donor: UNFPA in Kenya

Period: September 2026

In an effort to address the rising cases of TFGBV, COVAW is implementing the Making All Spaces Safe (MASS) Project, a UNFPA-supported initiative designed to prevent and respond to Technology-Facilitated Gender-Based Violence (TFGBV). The project seeks to strengthen national prevention and response mechanisms through multi-sectoral engagement, capacity-building of service providers, and the development of policy and operational guidelines that integrate TFGBV into existing case management and referral systems.

The MASS Project involve:

  • Establishing and coordinating TFGBV Communities of Practice in Nairobi, Kisumu, and Mombasa to bring together key stakeholders from government, civil society, women’s movements, academia, and the private sector.
  • Developing Guidelines and Standard Operating Procedures (SOPs) to integrate TFGBV into existing case management and referral systems, ensuring that survivors can access comprehensive and coordinated services.
  • Designing and implementing an Operational Roadmap for TFGBV law and policy reform, drawing on global best practices and informed by UNFPA’s guidance on rights-based law reform.

Training and capacity-building of duty bearers across multiple sectors, including police officers, judicial officers, prosecutors, health and psychosocial workers, social service providers, educators, ICT/security personnel, and representatives from technology companies.
